Visitor Access

Elevated security measures may affect access. All vehicles are subject to search prior to entry and while aboard the installation. Photography and videography are prohibited unless authorized by the Installation Commander. MCAS New River is a No Drone Zone per MCIEAST-MCB CAMLEJO 3710.30B.

The Trusted Traveler Program previously allowed DoD-affiliated sponsors to vouch for vehicle occupants for installation access. At this time, all unvetted visitors must report to the installation Visitor Center to request access. 

Marine Corps Air Station New River has implemented the Defense Biometric Identification System (DBIDS) to facilitate a secure and efficient means of accessing the installation. DBIDS ensures the protection of active duty personnel, family members and civilian employees while allowing controlled access to authorized patrons, contractors, vendors and sponsored visitors.

Beginning Sept. 1, MCAS New River and MCB Camp Lejeune will implement the REAL ID Act as the primary credential for unaffiliated personnel seeking access to the installations. This change affects contractors, vendors, suppliers, service providers and visitors—all of whom must continue to be vetted through the Curtis Gate Visitors Center prior to entry.

While a REAL ID-compliant state-issued driver’s license or identification card will serve as the preferred credential, alternate valid forms of identification may still be used. In those cases, a Defense Biometric Identification System (DBIDS) credential or paper pass will be issued.

Examples of alternate valid forms of identification, in the absence of a REAL-ID compliant driver's license or identification card are:

  • U.S. Passport
  • U.S. Passport Card
  • U.S. Coast Guard Merchant Mariner Card
  • Personal Identity Verification (PIV) Card
  • PIV-Interoperable Card
  • U.S. State Department Driver's License
  • Veterans’ Health Identification Card
  • U. S. Permanent Resident Card
  • U.S. Certificate of Naturalization of Certificate of Citizenship
  • DHS Employment Authorization Document

In addition to the above forms of identification, a combination of an original or certified true copy of a birth certificate bearing a raised seal; a social security card, and driver's license or identification card (that is not REAL ID-compliant) issued by a State, territory, possession, or the District of Columbia.

* Please note if any one of the three required documents are missing, you will not be granted access. Additionally, all three documents must bear the same name, or you will need to provide acceptable name change documentation like a marriage license, a divorce decree or a court order.

Those without a REAL ID should plan ahead and ensure they bring proper documentation to avoid delays at the gate.

Guidance for access to Marine Corps Installations East - Marine Corps Base Camp Lejeune (MCIEAST-MCB Camp Lejeune) and Marine Corps Air Station New River regarding the recent release of MARADMIN 108/23 requiring REAL-ID compliant identification for access to Marine Corps facilities.

This message applies to non-REAL ID driver’s license and State issued identification cards only and does not apply to any other approved acceptable credentials. Refer to MCIEAST-MCB CAMLEJO 5530.25B for additional information on access procedures for CAC, dependent IDs, and other approved forms of acceptable identification for installation access.

In accordance with MARADMIN 108/23, non-REAL ID compliant driver’s licenses or identification cards are no longer authorized for use to access Marine Corps Installations WITHOUT ADDITIONAL PROOF OF IDENTITY. Effective immediately, all visitors with non-REAL ID driver’s license and State issued identification cards requesting access to MCIEAST-MCB Camp Lejeune or MCAS New River must provide an approved identity source document or combination thereof to access the installation(s).

An example of identity source documentation includes a U.S. passport, or the combination of an original or certified true copy of a birth certificate bearing a raised seal, social security card, and non-REAL ID compliant driver’s license or State issued identification card – all three documents must bear the same name. If the name on the documents is different due to marriage, divorce or legal name change, supporting documents such as a Court Order, Marriage Certificate or Divorce Decree of acceptable name change must be provided. In this case, if the individual cannot provide all three of the source documents an escort is required, or access will be denied.

Access to the flightline requires additional approval processes. Information for flightline access will be passed once required installation access has been completed.

DoD ID card holders will automatically be enrolled in DBIDS after their first ID scan upon entering MCAS New River. DoD ID card holders may also sponsor visitors as outlined in the links below.  All the below information, pertains to access to School of Infantry, Camp Geiger, as well.

All unescorted visitors are required to obtain a DBIDS card or temporary paper pass at the MCAS New River Visitor Control Center/Contractor Vetting Office in order to gain authorized access to MCAS New River. Unescorted visitors must be sponsored or on official business. Visitors will have their identity validated and be issued an appropriate DBIDS credential at no cost. Visitors must obtain a DBIDS credential at the MCAS New River Visitor Control Center, Building AS-187, located on Curtis Road, just prior to the Curtis Road Gate (Main Gate).  (see map)

Those visitors who have not been pre-vetted can expect longer wait times at the visitor center.

Advancements in installation security access control systems and procedures, and the implementation of the REAL ID Act, will result in the termination of the DoD Civilian Retiree ID Card. Previously issued cards will remain valid through Aug. 31, 2023.

Authorized DoD ID cardholders wishing to sponsor guests on MCAS New River and/or Camp Geiger are required to do the following:

Visitor Control Center now accepting electronic requests

  • The MCAS New River Visitor Control Center is now able to accept requests for visitor passes electronically from a valid DoD sponsor. All requests must be submitted at least three days in advance of the date visitors will arrive. Please review the Electronic Process for Requesting Visitor Passes and this flowchart for complete details and how to submit a request.
  • All visitors will be required to complete the Sponsored Visitor Form (SECNAV 55121 - Note: New Encrypted PDF format. May need to use Adobe Reader to complete.)
    • NOTE: You must download the form to your device, then open the PDF and enable all features.
    • If you do not submit electronically, you may bring the form to the MCAS New River Visitor Control Center (Bldg. AS-187) for processing.
  • All visitors will be required to provide one form of valid identification. Please review the list of acceptable forms of identification here.

Upon arrival at MCAS New River, visitors are directed to report to the Visitor Control Center, Building AS-187, to obtain a DBIDS credential. They will have their identity validated, be subject to a criminal history check, be photographed and digitally fingerprinted. Visitors who are driving are required to produce a valid driver’s license, state registration and proof of insurance. Wait times may be lengthy for visitors who did not submit the required documentation via the electronic process.

Per MCO 5530.13 and DoD Manual 5200.08 V3, and ASO 5530.2C driver’s licenses and identification cards marked "not valid for federal purposes," "federal limits may apply," or any other similar language may not be accepted by DoD for the purpose of unescorted access (i.e. to obtain a Visitor Pass or DBIDS Credential).

Unit and activity commanders may request to process visitors for command sponsored events via by-name rosters in the Installation Access and Registration Application (IARA). Deployment Readiness Coordinators or designated command representatives must create an “event” in IARA. See the Sponsor User Guide for instructions.

IARA has two websites--a publicly-accessible site for visitors and a CAC-enabled site  for sponsors.  IARA’s publicly-accessible site enables visitors to request sponsorship in order to access the installation.  IARA’s CAC-enabled site verifies the sponsor as a Department of Defense (DoD) ID card holder and provides a means for the sponsor to create special events and manage the roster of visitors.  IARA also provides a way for the sponsors to submit rosters to the visitor center.  The visitor center then takes the submitted information, conducts the vetting process and designates each name on the IARA rosters with an approval or denial status. Approved visitors receive letters via their provided email address with follow-on information and instructions to complete the process.

Homecomings require special attention.  Due to the nature and scale of this process, it is important for hosting units to coordinate with the visitor control center early. 

• Follow the below timelines for attendee sponsorship submissions in IARA.
• The visitor center will identity-proof and conduct background checks on all requests, and issue DBIDS temporary passes that are valid for up to two weeks.
• A unit representative will be provided space in the visitors center to distribute DBIDS temporary passes to guests on the day of event(s).

Please follow the appropriate timeline for sponsorship requests:

• 1 to 25 people – submit request seven days prior to event date
• 26 to 50 people – submit request 10 days prior to event date
• 51 to 75 people – submit request 15 days prior to event date
• Over 76 people – submit request 30 days prior to event date

Visitors are directed to report to the MCAS New River Visitor Control Center (Bldg. AS-187) to obtain a DBIDS credential. Visitors will have their identity validated, be subject to a criminal background check (conducted when pre-registered on IARA), be photographed and digitally fingerprinted. Visitors who are driving are required to produce a valid driver’s license, state registration and proof of insurance (hard copy only - no electronic proof accepted). Wait times may be lengthy for visitors who do not pre-register using the IARA.

Marine Corps Air Station New River looks forward to working with its authorized partners. In order efficiently process contractors and vendors seeking access, there are several screening options available:

NOTE: Per MCO 5530.13 and DoD Manual 5200.08 V3, driver's licenses and identification cards marked “not valid for federal purposes,” “federal limits may apply,” or any other similar language may not be accepted by DoD for the purpose of unescorted access (i.e. to obtain a Visitor Pass or DBIDS Credential).

  • ELECTRONIC SUBMISSION (PREFERRED):  This process is the most efficient and prevents contractors or vendors from having to visit the CVO until their credentials are ready to be issued. Companies or employees should email their requests to lejeunecontractorvetting@usmc.mil for a secure upload link to the DoD SAFE website. Upon successful completion of a background check and data entry, customers will be contacted to schedule an appointment to obtain their credential or pass. Please follow the process on this flowchart.
  • COMPANY DROP-OFF SERVICE:  This paper-based process is also efficient and prevents companies from having to make multiple visits to the CVO until their credentials are ready to be issued. Company representatives should drop off completed employee packages at the CVO. A future appointment can be scheduled to pick-up your pass or credential upon approval. Customers will be notified if a background check is adverse.
  • CUSTOMER DROP-OFF SERVICE: Individual customers may drop off their access request package at the CVO if they do not meet the criteria for the two previous processes. If immediate access to the installation is needed, the customer may go to the Visitor Center or Piney Green Contractor Vetting Office (commercial vehicles only) to receive a temporary pass. A future appointment can be scheduled at drop-off to pick-up your pass or credential, upon approval.
  • ONE-TIME DROP-OFF/PICK-UP:  All individuals in this category must visit the Piney Green CVO satellite office, Building 979, next to the Piney Green Gate, to receive a DBIDS temporary pass and vehicle inspection. Individuals visiting the installation to pick up and drop off shipments can use their bill of lading,  printed delivery order, or printed pick-up order for requesting access. All personnel will still undergo a background check before being issued a temporary pass.
  • FOOD/NON-FOOD VENDORS:  Individuals wishing to deliver goods or sell goods on the installation, without a contract, must follow an approval process prior to requesting base access. For information regarding this process, please contact the Station Adjutant at 910-449-5478.

  • Military or civilian police or VCO/CVO personnel are unable to verify the individual’s claimed identity based on reasonable belief the person submitted fraudulent identity information in the attempt to gain access.
  • The individual has a conviction for espionage, sabotage, sedition, treason, terrorism, armed robbery, or murder.
  • The individual has a felony conviction for a firearms or explosives violation, regardless of the date of conviction.
  • The individual has been convicted of crimes encompassing sexual assault or rape.
  • The individual has been convicted of crime encompassing child molestation, or the possession or production of child pornography.
  • The individual has been convicted of trafficking in persons.
  • The individual is a registered sex offender.
  • The individual has been convicted of drug possession with intent to sell or distribute.
  • The individual has an active arrest warrant from Federal, state, local, or other civil law enforcement (LE) authorities, regardless of offense or violation.
  • The individual has a felony conviction within the last 10 years, regardless of the offense or violation.

  • The individual is identified in the NCIC known or suspected terrorist (KST) file, or the Terrorist Screening Data Base (TSDB) report as known to be, or suspected of being, a terrorist or belonging to an organization with known links to terrorism or support of terrorist activity.  If an individual is identified on the NCIC KST files or TSDB, PMO/Marine Corps Police Department (MCPD) or other designated site security personnel will immediately call the NCIS Multiple Threat Alert Center (MTAC) for further coordination.  The MTAC will coordinate with the Department of Justice or Federal Bureau of Investigation and provide handling instructions to PMO/MCPD or other designated site security personnel.
  • Illegally present in the U.S.
  • Has knowingly submitted an employment questionnaire with false or fraudulent information.
  • A prisoner on a work-release program or currently on felony probation/parole
  • Is pending any felony charge.
  • Has been convicted of three or more misdemeanor violations, or attempted violations, within the previous 10 years of the following offenses:

All commercial vehicles must be inspected each time they enter the installation. Inspections for Camp Lejeune are conducted at the Piney Green Gate, Monday through Friday from 5 a.m. until 5 p.m. and at the Sneads Ferry Gate 24/7. MCAS New River inspections are conducted at the Curtis Gate 24/7. Drivers MUST have an approved access credential or government escort present, prior to being inspected and allowed access the installation.

A denial letter will be generated by the CVO for the employee to sign so that he/she is aware of the denial. A copy will be provided to the employee. The employee should then follow the below steps and turn the package in to the CVO, if they wish to appeal their denial. The employee will be notified directly if the appeal is approved or denied.

  • Obtain a Letter of Good Standing from the employer.
  • Content should be on a company letterhead, signed by the supervisor, and include contact information for company
  • Create a letter
  • The letter may be typed or handwritten and should contain:
  • Summary of Offenses
    • Conviction(s) and conviction date(s)
    • Brief summary of the event(s) that occurred
    • Age at the time of the event
  • Explanation of the things that the employee has done to improve him/herself  
    • Courses and certification such as: anger management counseling or drug & alcohol counseling
    • Detail any community involvement and length of time
  • Provide copies of any certificates of completion for courses related to the disqualifying offenses, such as drug or alcohol rehabilitation or anger management courses.

  • Contractors must provide a copy of the prime contract with the government or a letter written by an authorized government representative.
  • Contractors must provide an authorized personnel list on company letterhead referencing the applicable contract(s) and identifying the authorized subcontracted company or employee along with the required access days and times (e.g. M-F, 6 a.m. to 5 p.m.).
  • All letters should be ink signed or verified e-signatures (CAC, DocuSign, etc.).

Submissions should be in letter format identifying the name of group, the purpose of the visit, requested dates of the visit, proposed itinerary or sequence of events, and if there are any special needs individuals in the group.  Potential VIPs within the group should also be identified.

Submissions must be received by the Communication Strategy & Operations Office at least 90 days prior to visit date(s).

Groups must be recognized Civic, Private, or Military Organizations. Group size should be between 10 - 45 persons.  Determination of Feasibility of Support (FOS) for group visits is based on several factors (Base Force Protection Level, availability of resources, safety/risk management, etc).  Waiver of Liability forms will be required to be signed by all approved guests.

Requests for group visits may be submitted by U.S. Postal Service delivery, hand delivery to the Base Communication Strategy & Operations Office staff located in Building 54 (Room 120), or email to the Communication Strategy & Operations Office.

Individual tours/visits are not conducted. Questions concerning access/security aboard the installation should be addressed by calling (910) 451-0146.

Transportation providers such as taxis, limousines, shuttles and transportation network companies (TNC) provide an important transportation service option for the installation population. Transportation providers who comply with the provisions of this web page may access the installation during FPCON Alpha and Bravo, but will be restricted during FPCON Charlie and Delta.

Transportation providers entering the installation may be subject to search or other inspections. Provost Marshal‘s Office (PMO) personnel may require proof of a fare through a mobile application, telephone number or other information. Transportation providers entering for other reasons require separate sponsorship and processing. Additionally, transportation providers may not be accompanied by anyone who is not a Department of Defense (DoD) ID card holder.

With a valid Defense Biometric Identification System (DBIDS) credential, enabled for access to MCAS New River, transportation providers are permitted to enter the installation with or without a passenger possessing a valid DoD ID card for the purpose of pick up or drop off at an authorized location. Transportation providers may also stage at one of the authorized locations, but are prohibited from canvasing the installation for potential customers.

Without a valid DBIDS credential, transportation providers are permitted to enter the installation only if they are accompanied by a passenger who possesses a valid DoD ID card. After the gate sentry records the driver’s pertinent information, the driver will be permitted to drop the passenger off at the desired location. The transportation provider will then immediately exit the installation at the original point of entry.

Transportation provider companies that wish to operate on MCAS New River must submit a Letter of Intent to Operate on company letterhead with the following information and supporting documentation to lejeunetaxiinspector@usmc.mil.

  • Company name, address, point of contact and phone number
  • Copy of business license
  • Copy of proof of insurance
  • Copy of city/county taxi medallion/registration (if applicable)
  • By-name list of drivers who are requesting access

After the letter is evaluated, the company will be informed of the decision. If approved, transportation providers will be instructed to have individual drivers report to the Taxi Inspector located at the MCAS New River Visitor Control Center, Bldg. AS-187, adjacent to the Main Gate on Curtis Road, Tuesday and Thursday from 8:00 to 11:00 a.m. and 1:00 to 3:00 p.m. Transportation providers will be subject to a criminal history background check and are required to provide the following information and supporting documentation:

  • Company Letter of Intent to Operate displaying their name as a driver
  • If a TNC-affiliated driver, a copy of their driver agreement with the TNC and the ability to logon to their TNC app and verify their current driver status
  • A valid Real ID compliant driver’s license, passport or combination of documents listed in DODM 5200.08 Volume 3. This information can be obtained by calling 910-449-5040 or by e-mailing newrivervisitorcenter@usmc.mil.
  • If a Real ID compliant driver’s license was not used to establish a person’s identity, a valid driver’s license from a state or territory of the United States
  • Valid state registration for the vehicle(s) they will operate
  • Valid proof of insurance for the vehicle(s) they will operate

Any driver who is denied unescorted access in accordance with Air Station Order 5530.2C, Access Control Regulations will be denied a DBIDS credential.

  • Drivers will be informed of the reason for their denial and their right to appeal.
    • Drivers denied installation access because of criminal history may appeal in writing to the Commanding Officer, Attn: Station Adjutant, PSC Box 21001, Jacksonville, NC 28545-1001.  There is no time limit to appeal.
  • All drivers pending an appeal will continue to be denied access to the installation until the appeal has been decided.
    • Drivers who are subsequently detained or investigated for certain offenses or their conduct causes concern for the physical security or environment of the installation will have their DBIDS credential terminated and installation access denied.

PLEASE NOTE: Per MCO 5530.13DoD Manual 5200.08 V3, and ASO 5530.2C driver's licenses and identification cards marked “not valid for federal purposes,” “federal limits may apply,” or any other similar language may not be accepted by DoD for the purpose of unescorted access (i.e. to obtain a Visitor Pass or DBIDS Credential).

The MCAS New River Visitor Control Center is located in Bldg. AS-187, adjacent the Curtis Road Gate (Main Gate), just off US Highway 17 North. (see map) The visitor center processes all visitor applications to include contractor vetting.  Those visitors who have not been pre-vetted can expect longer wait times at the visitor control center. Vehicles may only be left in the visitor control center parking lot for one hour.   Elevated security measures may affect access.  All vehicles, regardless of current Force Protection Condition, are subject to search prior to entry and while aboard the installation.  Photography and videography are prohibited unless authorized by the Installation Commander.
